BE PREPARED FOR ALL CENTRAL GOVERNMENT EMPLOYEES ONE DAY STRIKE ON 12.12.12
CHARTER OF
DEMANDS
|
1.
Revise the wages of the Central Government employees including Gramin
Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting
up the 7th CPC.
2.
Merge DA with pay for all purposes with effect from. 1.1.2011 including
for Gramin Dak Sewaks.
3.
Remove restriction imposed on compassionate appointments and the
discrimination on such appointments between the Railway workers and other
Central Govt. employees.
4. (a) Departmentalise all Gramin Dak Sewaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc,
(b)
Regularise the daily rated, contingent, casual workers and introduce a
permanent scheme for periodical regularisation;
5.
(a) Revive the functioning of the JCM. Convene the meeting of the
Departmental Councils in all Ministries/Departments. Settle the anomalies raised
in the National Anomaly Committee as also in the Departmental Anomaly
Committees. Hold National Council meetings as specified in the JCM constitution.
(b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all
Associations/Federations, which have complied with the formalities and
conditions stipulated in the CCS(RSA) Rules.
6. Fill up all vacant posts
and create posts on functional requirements.
7.
Stop downsizing outsourcing, contractorization, corporatization and
privatisation of Governmental functions.
8.
Stop price rise; strengthen the PDS.
9.
(a) Stop the proposal to introduce the productivity linked wage system;
(b) discard the performance related pay structure; (c) introduce PLB in all
Departments; (d) remove the ceiling on emoluments for bonus
computation.
10.
Revise the OTA, Night duty allowance and clothing rates.
11.
Implement all arbitration awards;
12.
Make the right to strike a legal and fundamental right of the Government
employees on par with the other section of the working
class.
13.
Grant Five Promotions to all employees as is provided for in the case of
Group A services.
14.
(a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in
pension sector ;(c) Scrap the new contributory pension scheme (d) Extend the
existing statutory defined pension scheme to all Central Govt. employees
irrespective of their date of entry in Government service.
15.
Vacate all Trade Union victimisation, and more specifically in the Indian
Audit and Accounts Department.

I am directed to invite a kind reference to the SPB-I Section Circular No 37
-33/2009-SPB-I dated 11.07.2013 and No 44-14/2009-SPB-I dated 12.07.2012 wherein
the amendment to RRs of 2010 in respect of Postmen/Mail Guard and Multi Tasking
Staff respectively were circulated to all the
concerned..

Further attention of the Circles is also invited to SBPB-I Section Circular No
45-14(ii)/2012-SBP-I dated 31.07.2012 wherein the pattern and syllabus for the
above said two Examinations were communicated. The Directorate vide letter No
45-14/2012-SPB-l dated 31.07.2012 issued detailed guidelines for conduct of the
Examination to fill up the posts of Postmen/Mail guard and Multi Tasking
Staff.
3.
The SPB-I Section has ordered that the dates for holding the Examination will be
communicated separately by DE Section.
4.
Accordingly, the Competent Authority has now ordered to conduct the Limited
Departmental Competitive Examination for Postmen/Mail Guard and Multi Tasking
Staff as per the following schedule.

The Competent Authority further ordered that the vacancies for the year
2013 may also be included while notifying the Examination and also notifying the
vacancies.

The Circles are requested to adhere to the pattern and syllabus and other
instructions communicated by the SPB-I Section in the communication No
45.14/2012-SBP-I dated 31.07.2012 scrupulously. It is further requested for
issuing the notification and to follow the other schedule of activity strictly.
A copy of the Circular issued may be endorsed to Directorate for
reference.

NEW DEPARTMENTAL BICYCLE FOR POSTMEN
PROCUREMENT OF
BICYCLE FOR POSTMEN

Dated 04th June 2012
The
Department intends to provide specially designed bicycles to the Postmen all
over the country during 12th Five Year Plan to help delivery staff
carrying the mail of various sizes of articles in their beats for delivery to
the public.
It is proposed to design and develop the box of fiberglass or any other light
weight durable material for carrying the mail/articles to be attached with the
postal bicycle.
A committee has been constituted comprising of PMG, Agra Region, Agra as a
Chairperson, Director Postal Service (Mails & Speed post), O/o CPMG, Delhi
Circle, Director (MV), Mail Business Dn. Postal Directorate and two
representative of recognized postmen service unions, Shri. I.S.Dabas, General
Secretary, AIPE, Postman & Group 'D', NFPE and Shri T.N. Rahate, General
Secretary, N.U.Federation of National Postal Organizations are nominated as
members who will look into the design, development of the bag/box of
fiberglass/PBC or any other light weight durable material for carrying the
mail/articles to be provided with the postman bicycles. The bicycles design
should also look like as the brand ambassador of Department of
Posts.
The committee will submit their report within 3 months.

RED SALUTE TO OUR GEN SECRETARY COM K.V.SRIDHARAN
Dear Comrades,
Our General Secretary, Com. K.V.Sridharan is retiring today on superannuation. He has struggled very much for upliftment of our postal staff and he has shed his tears & blood for the cause of our AIPEU UNIION and postal staff. Under his leadership, many orders in favour of our working class has been achieved. He is the role model to every one in our union. His achivements are remembered for ever, specially for the books he released ie.VENTURE, Hand Books, etc.
I along with my Bellary Divisional comrades are wishing him a very happy retired life.
